The delivery is NET, ie without German sales tax (currently 19%) with DHL/Deutsche Post and must be declared. DHL or DHL's partner in the respective country will take care of this for you and usually collect the customs duty incurred in most countries, including any import sales tax, directly from you upon delivery.
You already see the NET prices when you select a currency from outside the EU (e.g. CHF, NOK, USD).
